  • The PayPal card has low basic monthly fees. It also provides a free $10 purchase cushion for qualifies cardholders. It's not a bad card but there are some cards that let you avoid monthly fees with direct deposit or different spend behaviors. Other cards also can provide reduced fees for using in network ATM's. This card does not.
  • Reloads can be done at locations such as 7-Eleven or Albertsons in the NetSpend Reload Network. Cash reload fees depend on the location and vary from $2 up to $3.95.
  • ATM withdrawals are $1.95 plus surcharge fees which is lower than average.
